The federal government is preparing a major overhaul of Pakistan’s electricity subsidy system, under which the long-standing blanket subsidy for consumers using up to 200 units per month is expected to be phased out. The new framework is expected to be effective from January 1, 2027, and will be based on a “targeted subsidy system” that only targets low-income families, sources in the Ministry of Finance said.
The transfer linked to conditions of reform imposed by the International Monetary Fund (IMF) to cut all-round subsidies, and direct funds of the financial support to the needy people in the society.
Who Will Be Eligible for Electricity Subsidy After 2027?
The proposed system does not automatically allow for all low-usage households to qualify. Eligibility will be instead be based on income verification and checking of the national database records.
1. Low-Income Households Only
Only individuals with a monthly income between Rs20,000 and Rs30,000 expected to qualify under the new targeted subsidy structure.
2. BISP Registered Families
Households already registered under the Benazir Income Support Programme will have a higher chance of qualifying, as the program’s database will play a central role in identifying eligible consumers.
3. NADRA Verified Citizens
Eligibility will be cross-checked through the National Database and Registration Authority, ensuring that only verified and economically eligible individuals receive subsidies.
4. Digitally Verified Consumers
A new QR code-based verification system will introduced to link electricity consumers with their financial and household data, helping authorities prevent misuse and duplication.
Who Will NOT Be Eligible?
Under the proposed reform:
- Middle and high-income households will not receive electricity subsidies, even if their monthly consumption is below 200 units
- Non-registered individuals or those without updated NADRA records may be excluded
- Consumers failing poverty verification checks will removed from the subsidy list
IMF-Linked Reform Strategy
The restructuring is a step in a wider fiscal overhaul outlined under International Monetary Fund-backed reforms to global budgets that call for countries to phase out universal welfare programs and adopt targeted assistance, officials say. The objective is to cut the budget deficit and make sure that financial assistance reaches truly deserving families.
What Changes for Electricity Consumers?
If implemented, the new policy will mean:
- End of automatic subsidy for up to 200-unit electricity users
- Shift to income-based verification instead of consumption-based relief
- Integration of electricity billing with national welfare databases
- Stricter eligibility monitoring using digital systems
Electricity subsidy reform is one of the most drastic reforms in energy pricing structure that has been introduced in Pakistan in recent years. It could strengthen the criteria for eligibility, but the Government has suggested that the scheme will be clearer and that financial support will only be provided for low income and registered vulnerable families.
With the implementation phase fast approaching in 2027, millions of electricity consumers will soon be required to check their income and registration status to receive support.
